Competition policy and the Green Deal

Competition policy and the Green Deal

DG Competition has published a call for contributions on questions about how competition rules and sustainability policies work together. This follows the announcement in a speech on 22 September 2020, at an event hosted by MEP Stephanie Yon-Courtin, by Executive Vice-President Margrethe Vestager, of her intention to launch a European debate on how EU competition policy can best support the Green Deal.  As EVP Vestager said “Competition policy cannot replace environmental laws or green investment. The question is rather if we can do more, to apply our rules in ways that better support the Green Deal. We are looking for input from everyone with a stake in this issue – including from industry, from environmental groups, consumer organisations, as well as competition experts”.

The call for contributions will run until 20 November 2020. The consultation documents will be made available in all official languages. This will be followed by a conference early in 2021 to bring together the different perspectives on this important topic.

AlpBioEco: Lego Serious Play Workshops about eco-innovative business models

AlpBioEco: Lego Serious Play Workshops about eco-innovative business models

The EU-Interreg project AlpBioEco aims to exploit untapped bioeconomic potentials in value chains of plant extracts and food trough eco-innovation. In the project, several eco-innovative business model concepts were developed by the project team in collaboration with local stakeholders, which were then tested and verified. Now, in the final phase of the project, all the results are brought together in several policy implementation guidelines. These guidelines support the implementation of several eco-innovative business models in selected regions and show possibilities to improve the framework conditions for eco-innovation in the region. In addition, the guidelines enable the transfer of the practical outcomes to other regions within the Alpine Space and beyond. For the development of the guidelines and the promotion of the implementation of the business models in the regions, AlpBioEco has set up ten so-called “Regional Advisory Boards”. Those “Regional Advisory Boards” comprise up to ten local experts, such as political decision makers, local entrepreneurs, farmers, innovation experts and academics, bringing together various experiences and in-depth knowledge. With their expertise, the Policy Implementation Guidelines are developed. To reach all the possible potential in the “Regional Advisory Boards”, AlpBioEco decided to use a creative approach: the design thinking tool called LEGO® SERIOUS PLAY®. This is an agile approach to solve challenges by using people’s collective insights and by addressing the challenges dynamically. For improving the AlpBioEco project, every member of the “Regional Advisory Board” is going to build – as the name implies from lego bricks – the current situation and status quo of the business model from his own point of view. Thereby, the workshop generates a 360°C all-round view of the status quo of the region by experts from various areas and sectors. The results of the workshops will contribute to the final “Regional Implementation Guidelines” set up by AlpBioEco.

As there are several “Regional Advisory Boards”, which focus on one business model in one region, there are also several dates for the LEGO® SERIOUS PLAY® workshops, starting with 22 October 2020.

EuBioNet yearly partners’ workshop – Bioeconomy Communication and Stakeholders’ engagement in times of COVID-19

EuBioNet yearly partners’ workshop – Bioeconomy Communication and Stakeholders’ engagement in times of COVID-19

Context

The world pandemic crisis changed the way we live, communicate and behave. How this change over affected the work of the CSA projects (Coordination and Support Action) and other players involved the circular bioeconomy communication?

The European Bioeconomy Network, the alliance of nearly 70 EU funded projects dealing with Bioeconomy promotion, communication and support, promotes a Mobilisation and Mutual learning workshop to discuss and share ideas and solutions to maximise the impact of project’s activities in the current times.

The workshop, was organised in collaboration with BIOVOICES, aimed to stimulate the discussion in light of the Global Bioeconomy Summit (16-20 Nov 2020). Inspirational ideas and good practices were provided for the future EuBioNet partners’ activities and have been explored collaboration opportunities among projects and initiatives for the 2021 action plan (responding to the updated 2018 bioeconomy strategy).

Objectives

  • Facilitate the awareness and exchange of inspirational good practices
  • Stimulate a problem oriented discussion on how to overcome the limitation due to safety constrains
  • Improve the quality and impact of communication and stakeholders engagement activities for the next months

Expected outcomes

  • Identify collaboration opportunities among projects and initiatives for the 2021 action plan (responding to the updated 2018 bioeconomy strategy)

Discussion topics

  1. CSA projects have changed the way they deploy their communication and stakeholders engagement activities to respond to the new reality. What are these new challenges (for example fatigue, competition, uniqueness of contents, new formats) and what are the opportunities (e.g. budget/time available, freedom to test new formats, more “relaxed” atmosphere)?
  2. What activities, tools, messages, channels and formats have demonstrated to be effective for communication and stakeholders engagement? Lessons learnt and success stories from the last 8 months: What worked? (activities, tools, messages, channels and formats (10 Minutes); What should be re-think?
  3. How to maximize the impact of future activities? (e.g. organising knowledge exchange among EuBioNet partners, find new target audiences like TV)

Format

Mobilisation and Mutual Learning workshop:

  • brief presentations of 7/8 inspirational case studies from different projects (Some EuBioNet members will share their success stories in communication and stakeholders engagement in times of Covid-19).
  • interactive panel discussion supported by online collaborative tools
  • collaborative definition of the 2021 action plan

Inspirational case studies

  • LIFT – Alexandre Almeida – Attracting 1200 stakeholders worldwide through 4 thematic workshops (March 2020)
  • BIOVOICES – Michela Cohen – Responsive Social media strategy during COVID-19
  • Biobridges – Beatriz Palomo Belbel – #BioHeroes leveraging social media influencers to spread the bioeconomy to large public
  • BLOOM – Norbert Steinhaus – Can you hear me? Learnings from social distancing needs for Bloom’s outreach activities
  • BIOEASTsUP – Magdalena Borzęcka – How COVID-19 taught us to be more efficient in engaging stakeholders
  • BE-Rural – Aleksandar Chebotarev -Bridging pandemic challenges for stakeholder engagement – the case of BE-Rural region “Strumica”
  • AlpBioEco – Anna Bäuerle – Engage local stakeholders in online workshops experimenting participative approaches (e.g. Lego Serious Play)
  • POWER4BIO – Christine Beusch – From offline to online: adapting our measures to enable knowledge exchange and networking between regions

How the new projects Allthings.bioPRO (Anne Warning), BIOSWITCH (Ana Martinez) and Transition2BIO (Matteo Sabini) are planning to deal with the COVID-19 situation in their communication and stakeholders engagement activities?
